Anthropic and Rwanda sign three-year AI agreement

Anthropic and the Government of Rwanda have signed a three-year memorandum of understanding to expand their partnership across the country’s health, education and public-sector systems.

The company said the agreement is its first government memorandum of understanding for a multi-sector partnership on the African continent. It builds on an education partnership with ALX that Anthropic announced in November 2025.

Support for national health goals

Under the agreement, Anthropic will support Rwanda’s Ministry of Health as it works toward national health goals. The company identified Rwanda’s plan to eliminate cervical cancer and its continuing efforts to reduce malaria and maternal mortality among the areas covered by the partnership.

Anthropic described the health work as an expansion of its previous education-focused activity in Rwanda. The source material did not specify particular health products, implementation schedules or performance targets for Anthropic’s support.

Claude access for government developers

Developer teams at government institutions will use Claude and Claude Code. Anthropic said the teams will also receive hands-on training, capacity building and API credits to support Rwanda’s efforts to integrate AI into other areas of the public sector.

Anthropic’s Beneficial Deployments team has worked with Rwanda’s Ministry of Information and Communications Technology and Innovation and other partners to design programs around the country’s stated needs and priorities.

Elizabeth Kelly, Anthropic’s head of Beneficial Deployments, said the company is investing in training, technical support and capacity building. According to Kelly, the aim is to expand access so teachers, health workers and public servants can use AI safely and independently.

Existing education agreement formalized

The memorandum also formally codifies an education agreement from fall 2025. That agreement included 2,000 Claude Pro licenses for educators across Rwanda and AI literacy training for public servants.

It also covered the deployment of an AI learning companion powered by Claude across eight African countries. Anthropic did not name those countries in the announcement.

Paula Ingabire, Rwanda’s minister of Information and Communications Technology and Innovation, said the government’s goal is to continue designing and deploying AI systems that can be applied nationally in education, health and governance, with attention to Rwanda’s context.

Anthropic characterized the expanded collaboration as focused on capacity building, responsible deployment and local control over the introduction of new technologies. The company said the partnership includes investments in skills, infrastructure and institutions.
